Fran was one of the nicest person I have ever had the pleasure of knowing. He and my husband, Bud, were very good friends. So sorry for your loss Barbara, but Fran has left a great mark on this world and enjoyed his life to the fullest. My boys and I send you our deepest sympathy.

Fran, So many memories, such great memories. Growing up with your daughters and the shoe stores. My condolences to all your family, I was so glad I got to see you a few years ago at the Lions Crab Feed. You enriched our lives....love you

I am so sad to have lost such a sweet man and am so honored to be related to him.
I absolutely Love him. The only solace is that he is up in heaven with my Dad enjoying endless rounds of golf, cocktails and laughter. Brothers together again.
He will me greatly missed.

Sending my deepest sympathies to the family. Uncle Fran was one of the nicest people I have ever known. A true gentleman and a gentle soul, he will now be with his brother, my father, Paul, who passed 2 months before him. Now the Riggs family is.complete.
I truly miss you both, but know you're in a better place..

Fran was the last surviving child of Joe and Edith Riggs; he and his four siblings shared a joyful and supportive relationship which we nieces and nephews were able to thoroughly appreciate. Sacramento is a long ways from Iowa, but our family visited there several times. We marveled over the California open concept architecture and yard, the backyard pool, two drop-dead gorgeous cousins (Janet and Kay), fancy dogs compared to our faithful dachshund, and a charming uncle with an irrepressible sense of humor. I am feeling the loss of this generation. They provided strength to our family. My thoughts are with Barbara, and especially with Janet. Love to you.

I remember meeting Fran for the first time in 1940 when I was courting his younger sister, Betty, who later became my wife. Fran was his usual congenial, smiling self but strongly interested in checking up on this young guy spending time with his younger sister. We later not only became family but the best of friends through many visits in Iowa and Sacramento. Having a Methodist pastor as his father and being raised in a parsonage, Fran was remarkably well prepared and effective in his chosen profession as a mortician. We wish those we love could live forever.

So sorry to hear about Fran. He was such a joy to be around, we will miss him. Barb , Janet and extended family you are in our prayers and thoughts We know that he is healed, he will no longer be in pain.Take care.
